Human Rights Protection Case: Abdiweli Ali Nur
This brief summarizes the protection case of Mr. Abdiweli Ali Nur, a young Somali human rights advocate and public servant who now faces serious and ongoing danger.
Abdiweli worked voluntarily with the Somali Federal Government, Ministry of Livestock, while also serving part-time with Brilliance Research & Consultant (BRCsom) in human rights monitoring and community protection. His work focused on documenting abuses, supporting vulnerable communities, and promoting accountability, rule of law, and equitable service delivery.
On 25 May 2025, Al-Shabaab militants carried out an attack that resulted in the death of his wife. The attack was directly linked to threats he had received because of his human rights documentation and his efforts to expose crimes including looting, sexual violence, and abuses against civilians. Abdiweli survived the attack, but the loss of his wife caused profound psychological trauma, depression, and lasting emotional harm.
Since the incident, he has continued to receive repeated threats from Al-Shabaab, who seek to silence any exposure of their human rights violations. At the same time, he has faced pressure and intimidation from government actors due to his documentation of corruption, misuse of public resources, and unequal service delivery.
As a result, Abdiweli is effectively trapped between two forces:
- A terrorist group that targets him for revealing crimes and protecting civilians.
- Elements within state institutions that view independent human rights monitoring as a threat.
This dual persecution mirrors documented patterns in Somalia, where human rights defenders are endangered by both non-state armed groups and state-linked actors. Internal relocation is not a viable solution, as threats are linked to his identity and professional work rather than a specific location.
Abdiweli is a young professional who sought to serve his country through peaceful, lawful means. Instead, he has lost his wife, his safety, and his ability to work freely. His case meets the criteria of credible, ongoing risk based on past targeted violence, continued threats, and absence of effective state protection.
Protecting and relocating Abdiweli Ali Nur is not only a humanitarian necessity but also consistent with lessons learned from similar cases where delayed intervention led to further irreversible harm. Early protection saves lives and preserves the integrity of those who stand for human rights and accountability in fragile contexts.
